Dubai Unit of PetroChina & Oracle Energy to Develop 400 MW Green Hydrogen Project

The Dubai unit of PetroChina International Ltd and UK based natural resource and power developer firm, Oracle Power PLC’s subsidiary, Oracle Energy have collaborated to jointly develop Pakistan’s first green hydrogen production facility.

The 400 MW project is  located in Sindh, south-east Pakistan with planned hydrogen production of approximately 150,000 kg per day (55,000 tonne annually), which will be produced using electrolysers powered by photovoltaics.

As per the deal, oil trader PetroChina International (Middle East) Co Ltd (PCME) will assist Oracle commercialise the project. In addition,PCME will arrange  potential offtake for the green hydrogen output and carbon credits from the project.

However, as per the deal, PCME have the right of first refusal (ROFR) to sign a long-term or spot cargo deal to buy a portion or the entire 55,000-tonne green hydrogen output and carbon credits. The non-exclusive co-operation is non-binding and will last for five years, which can be  extended, if needed.

As per Oracle’s plan, it will install a 400-MW electrolyser in Thatta, as well as up to 700 MW of solar and 500 MW of wind power plus battery storage. The green hydrogen plant is  slated to commence its operations in the final quarter of 2026.

Earlier in November 2022, a 30-year land lease deal was signed with the Government of Sindh for a 7,000-acre (2,833-ha) site.

In February, 2023, Oracle Energy and Emirates Global Aluminium (EGA), had signed  a pact to jointly cooperate on a non-binding basis to supply and deliver approximately 50,000 tonnes of Green Hydrogen to EGA from its planned Green Hydrogen Project in Pakistan.
