Syrian Arab Republic, Energy Ministry and ACWA Power, a private water desalination company, and a first mover in green hydrogen recently signed a Joint Development Agreement (JDA) to study develop approximately 2.5 GW of solar and wind capacity — alongside energy storage and a proposed national technical training centre — in the Syrian Arab Republic.
The agreement establishes a framework to perform detailed technical and commercial studies on existing power plants and the national grid, and to evaluate, develop, and implement a pipeline of power projects, including renewable energy generation and energy storage.
The agreement was signed at the headquarters of the Syrian Ministry of Energy, in the presence of Mohammad Al-Bashir, Minister of Energy of the Syrian Arab Republic, Mohammad Abunayyan, Founder and Chairman of ACWA Power, as well as representatives from the Saudi Ministry of Energy.
About The Agreement
Under the agreement, ACWA Power will work with the ministry of energy in Syria to identify suitable locations for the contemplated projects — targeting the development of approximately 1.0 GW of photovoltaic (PV) capacity and approximately 1.5 GW of wind capacity — with potential grid-scale storage solutions to enhance system reliability and flexibility.
ACWA Power will also conduct a study on establishing a national technical training centre capable of graduating professional technicians who are prepared to work on approved projects across both construction and operations.
Moayad Samman, Country General Manager in Syria, ACWA Power, said: “Today’s agreement in Syria sets a clear pathway to bring best-in-class solutions to the Syrian power sector — solutions that combine reliable generation, cost competitiveness, and accelerated renewable energy integration. Our approach is holistic: we will study and prioritise rehabilitation where it makes sense, deploy new solar and wind capacity where it delivers the most value, and invest in people through a dedicated training centre so that local talent powers every stage of delivery. We look forward to working in Syria to transform studies into projects that add real capacity, strengthen the grid, and create skilled jobs.”
Ahmad Al-Sulayman, Official Spokesperson of the Ministry of Energy of the Syrian Arab Republic, stated: “This agreement comes within the framework of the Ministry’s vision to strengthen reliance on renewable energy sources and to develop national infrastructure in line with global trends in the energy transition. Our cooperation with ACWA Power—a global leader in renewable energy and water desalination—marks a significant step towards securing Syria’s energy future through power generation projects with a total capacity of up to 2.5 GW from solar and wind, complemented by energy storage solutions that ensure grid stability and flexibility. We also attach particular importance to the proposal of establishing a national technical training center, which will play a vital role in preparing qualified Syrian professionals to support these projects at every stage. This agreement reaffirms the Ministry’s commitment to advancing the energy sector according to the highest standards, in a way that serves both the nation and its citizens.”
