The Kuwait Authority for Partnership Projects (KAPP) has announced a call for prequalification applications for a new solar project. The project is the Al Dibdibah Power and Al Shagaya Renewable Energy (Phase III) Zone 2. It will be developed under a public-private partnership model.
The solar photovoltaic (PV) project will have a capacity of 500 megawatts (MW). It will follow a design, finance, construct, operate, maintain, and transfer structure. The project is supported by a 30-year power purchase agreement with the Ministry of Electricity, Water & Renewable Energy (MEWRE).
KAPP has stated that applications for prequalification can be submitted between 18 May 2025 and 24 July 2025. The selected developers will carry the project from planning to commercial operation.
The location of the project is in the Shagayah area, which falls within the Jahra Governorate. It is around 100 kilometers west of Kuwait City.
This follows the earlier prequalification of consortia for the 1,100 MW Al Dibdibah Power and Al Shagaya Renewable Energy (Phase III) Zone 1, which was announced in July 2024. Companies shortlisted include several international and regional entities. These include TotalEnergies Renewables with Trung Nam Construction Investment Corporation, and ACWA Power with the Alternative Energy Projects Company. Others are Masdar with Fouad Alghanim & Sons, EDF Renewables with Abdullah Al Hamad Al Sagar and Brothers, and Jinko Power with JERA.
In addition to the main solar developments, smaller renewable energy pilots are under way in Kuwait. The Sabah Al-Ahmad Renewable Energy Training Center in Al Shagaya is hosting small-scale research installations. These include rooftop PV setups and wind micro-turbines with a combined testing capacity of approximately 0.5 MW.
